Brief Introduction to Quality Inspection Centers
In recent years, Guangxi Bureau of Quality and Technical Supervision (GXQTS) has laid out and planned the construction of 11 national quality inspection centers and 38 provincial quality inspection centers for 14 Multi-billion dollar industry and 10 strategic emerging industries, with total coverage of 281,000 square meters and estimate investment of RMB1.61 billion. Up to now, the construction of 8 national quality inspection centers for sugar and processed food, pearl, measuring tool, cocoon and silk, aluminum, petrochemicals, rubber and rubber products, rosin and silvichemicals has finished. 3 national quality inspection centers are under construction, which are specialized in internal combustion engines and components, automobiles and industrial boilers. 30 provincial quality inspection centers respectively engaged in auto parts, ceramics for daily use, jasmine and products and other fields take shape. Eight provincial quality inspection centers are under construction, which are specialized in fine chemicals, electronic information, textile and garment. Upon the completion of these quality inspection centers, they effectively help accelerate the transformation of economic development pattern of Guangxi, and provide strong technical support for product quality improvement, industrial upgrading and industrial agglomeration and development.
National Center for Quality Supervision and Inspection of Sugar and Processed Food: The sugar output of Guangxi accounts for 60% of China’s total output. Sugar industry is a pillar industry and dominant industry of Guangxi, and occupies a very important position in national economy of Guangxi. In December 2003, the first national quality inspection center in Guangxi- National Center for Quality Supervision and Inspection of Sugar and Processed Food was built under the approval of General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China(AQSIQ), aiming to facilitate the local characteristic pillar industry under national and governmental support and build a strong technology capacity support platform for sugar industry. The Center has laboratories ccovering more than 20,000 square meters, including the largest and most complete P2-level biosafety laboratory in Guangxi. It is equipped with 198 (sets) of internationally-advanced imported precision instruments and equipment. At present, there are 80 staff members in total, including three PhD holders, 43 masters, three professor-level senior engineers and 22 senior engineers, and those professionals with high/mid-level titles account for 66.8% of total employees. Inspection capabilities cover 28 food categories. The Center provides national and local governments and enterprises with product quality arbitration, product quality appraisal, product quality certification, production license, commodity trade notarization, inspection, supervision and testing of products (goods) and commissioned inspection services, launches inspector training for manufactures of sugar and all kinds of food, carries out national standard publicity, QS market access, quality system construction consulting and training, organizational capacity verification and other services. In recent years, The Center has developed more than ten famous brand products of sugar enterprises, and makes positive contribution to enhancing competitiveness of Guangxi sugar industry and its “discourse power” in the industry.
National Center for Quality Supervision and Inspection of Pearl and Pearl Product: With the approval of General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China(AQSIQ), the one and only national pearl product quality inspection center in China—National Center for Quality Supervision and Inspection of Pearl and Pearl Product was established in September 2006, which is national-class quality inspection agency authorized by AQSIQ and certified by China National Accreditation Service for Conformity Assessment (CNAS). The Center is equipped with strong technical forces, including 51 professionals (seven senior engineers and nine engineers). The existing laboratories cover 1,800 square meters, including temperature and humidity control laboratory (1,000 square meters) and BSL-2 biosafety laboratory (80 square meters). The Center is equipped with a complete set of testing equipment for pearl and pearl products, where pearl layer thickness measurer, infrared spectrometer, liquid chromatograph/mass spectrometer and other equipment total 258 sets, with original value of RMB14.4187 million. The Center takes pride in its excellent research team. In the past five years, the Center completed 13 projects of pearl industry and other fields. The Center serves as Secretariat of Guangxi Pearl Standardization Technical Committee, and participates in formulation of 15 national standards and other standards. In recent three years, the Center obtains eight invention patents. The Center is qualified, authorized and accredited to have expertise in pearl products, gold, jewelry, marine food etc, which is qualified, authorized and accredited in terms of a total of 215 products (items) and pass national laboratory accreditation for testing capacity in terms of 74 products (items), such as pearl products, gold and jewelry.
National Center for Quality Supervision and Inspection of Measuring Instruments: With the approval of General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China(AQSIQ), National Center for Quality Supervision and Inspection of Measuring Instruments was established in March 2009. The Center mainly undertakes the tasks of national quality supervision and spot check, metrological performance, type evaluation, technical arbitration inspection and commissioned inspection, as well as development of relevant measuring instrument standards and other tasks. The Center has 1 post-doctorate, 1 PhD holder, 46 postgraduates, 5 professors-level senior engineers, 22 senior engineers and 11 technical professionals (such as members of National Technical Committee of Standardization and members of National Metrology Professional Technical Committee). Consisting of measuring tool performance testing room, environmental testing room and EMC testing room, the Center is equipped with Mahr 828CIM Length Measuring Machine (Germany), Taylor Hobson Cylindricity Tester (Talyrond365, the UK) and other testing equipment. The testing capabilities of the Center are available for straightness and flatness measuring instruments, angle measuring instruments, vernier measuring instruments, micro measuring instruments, indication measuring instruments, end measure, cord design measuring instruments, limit gauge and other products, as well as 84 items including electromagnetic compatibility, environmental interference, high/low-temperature test, etc. It is leading domestically for its technical capabilities.
National Center for Quality Supervision and Inspection of Cocoon and Silk Product (Liuzhou): Under the guidance of the national policy of “relocating east cocoon industry to western region”, the CPC Guangxi Committee and the People’s Government of Guangxi Zhuang Autonomous Region make great efforts to develop the silkworm industry, the annual output of cocoon has ranked first in China for 11 consecutive years. This marks “Guangxi Speed” for development of the silkworm industry. In order to ensure good quality of cocoon and silk products in Guangxi and the whole country and boost sound and sustainable development of the Chinese cocoon and silk industry, with the approval of General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China(AQSIQ), National Center for Quality Supervision and Inspection of Cocoon and Silk Product (Liuzhou) was established in October 2012. Up to now, large-sized key instruments and equipment total 96 sets, with original value of RMB6.66 million. The Center has fixed assets of RMB27 million and construction area of 3,068 square meters. At present, There are 44 staff members in total, including two PhD holders and five masters, staff with undergraduate background and bachelor degree or above account for 75% of total employees. Moreover, 13 employees hold senior professional titles, while 17 employees hold intermediate professional titles. The testing capacity covers 50 products and 68 parameters, including four categories of fresh silkworm cocoon, silkworm dried cocoon, raw silk and silk fabric. The testing capability is available for over 85% of the corresponding range of cocoon and silk products. The Center provides national and local governments and enterprises with notarization and certification of dried cocoon, quality inspection and appraisal of textile and apparel, commissioned inspection of bave, fiber, silk and textile products and other services. Moreover, the Center not only assists fiber, textile and apparel enterprises in certification consulting, research, standard development and revision, accreditation and other work related to ISO9000 International Quality System, but also provides scientific basis and technical support for governmental decision-making and socioeconomic development.
National Center for Quality Supervision and Inspection of Aluminum Metal: With the approval of General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China(AQSIQ), National Center for Quality Supervision and Inspection of Aluminum Metal was established in October 2012. It is the only national-class aluminum product quality inspection center approved by AQSIQ in Southwestern China. With laboratory area of 2000 square meters, the Center consists of domestic first-class laboratories characterized by scientific classification, reasonable setup, complete functions and standardized operation, which is equipped with more than 300 sets of advanced equipments with total value of RMB15 million, such as Varian Ion-Exchange Emission Spectrometer (ICP, the US), Spike Direct-reading Spectrometer (Germany) and Shimadzu UV Visible Spectrophotometer (Japan). The Center has all-round testing capacity in terms of aluminum products, as well as bauxite, alumina, remelt aluminum ingots, aluminum alloy ingots, aluminum alloy building profiles, substrates, aluminum rod (line), aluminum (foil), cryolite, aluminum fluoride and other important products and key items (parameters) in the aluminum production process. At present, 27 technical professionals and management personnel work here, including three postgraduates, 18 undergraduates, an employee with senior technical title and seven employees with intermediate technical titles. Since its operation, the Center successfully fulfills the tasks of quality supervision, random inspection and testing for aluminum products at provincial and municipal levels and commissioned inspection for aluminum products and mineral products of enterprises every year. At the same time, it actively expands business lines and operation realms, effectively promotes regional investment attraction and industrial agglomeration, improves the quality and market competitiveness of aluminum products, enhances independent innovation and brand building capabilities of the aluminum industry, provides governments with basis for scientific decision-making, renders high-quality technical services to enterprises, and continuously meets the needs of local economic development.
National Center for Quality Supervision and Inspection of Petrochemical Product (Guangxi): With the approval of General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China(AQSIQ), National Center for Quality Supervision and Inspection of Petrochemical Product (Guangxi) was established in December 2012. As one of the supporting facilities of “China Petrochemical (Qinzhou) Industrial Park”, the Center not only offers a strong technical support service platform for fast growth of petrochemical industry in the industrial park, but also plays an active role in building petrochemical industrial park with asset size of RMB100 billion in Beibu Gulf, promoting the development of Beibu Gulf Economic Zone and enhancing regional economic competitiveness. With laboratory area of over 3,000 square meters, the Center is equipped with more than 200 sets of high-end imported equipment, with total value of over RMB20 million. At present, 38 employees work here, including five PhD holders, eight masters, 17 employees with senior professional titles and 13 employees with intermediate professional titles. The Center has testing capacity for 97 kinds of petrochemical products, and provides national and local governments and enterprises with product quality arbitration, product quality appraisal, product quality certification, production license, commodity trade notarization, inspection, supervision and testing of products (goods) and commissioned inspection services. The testing services are available for mainstream petrochemical products in Beibu Gulf, the Southwest China and ASEAN, as well as the vast majority of petroleum products at home and abroad. Its test reports have been mutually recognized by 57 countries. The Center effectively propels upgrading and export of petrochemical products, and enhances international competitiveness of industrial products, enterprises and sectors based in Guangxi.
National center for Quality Supervision and Inspection of Rubber and Rubber Product(Guangxi): With the approval of General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China(AQSIQ), National center for Quality Supervision and Inspection of Rubber and Rubber Product (Guangxi) was established in November 2012. It was designated as testing laboratory of Compulsory Product Certification (CCC) of Certification and Accreditation Administration (CNCA) in August 2014. Currently, designated testing range covers tire products. From 2013 onwards, it has fulfilled national supervision and spot check tasks of automobile tire product quality for four consecutive years. At present, 63 employees work here, including a PhD holder, 14 masters and 16 senior engineers. The Center has floor area of 18,000 square meters and laboratory area of 10,000 square meters, which passes “Three in One” Review and authorization by CNCA. Test items of the Center are involved with 130 kinds of products, such as tire, rubber and latex products. All kinds of professional testing equipment total 630 sets, with the original value of RMB22 million. Currently, the Center not only undertakes nine research projects at national, provincial and municipal levels, but also takes the lead in and participates in development and revision of seven national and industrial standards.
National Center for Quality Supervision and Inspection of Rosin and Silvichemical (Guangxi): With the approval of General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China(AQSIQ), National Center for Quality Supervision and Inspection of Rosin and Silvichemical (Guangxi) was established in November 2012 to undertake product inspection for rosin and silvichemicals. It is authorized for testing of 26 kinds of products and 63 parameters under CNAS accreditation. Testing capacity covers rosin and its deep-processing products. The Center provides third-party quality inspection services for domestic rosin producers, processers and import-export enterprises; probes into new testing methods and develops new testing items in the field of rosin and silvichemicals; carries out information tracking, collection, aggregation, analysis and processing on dynamics, standards and technologies in the field of rosin and silvichemicals. On the basis of construction of Wuzhou City Product Quality Inspection Center, the Center has laboratory area of 4,100 square meters, including 1,000 square meters earmarked for inspection, research and development. The Center adopts work mode of “Receiving – Inspection – Review – Release” according to the internal departmental duties, adheres to scientific management, maintains strict attitude and renders top-quality services. At present, 38 employees work here, including a professor-level senior engineer, six senior engineers and seven engineers. Professional and technical personnel account for 90% of total employees. The Center is equipped with more than 403 sets of advanced precision testing equipment, with total asset value of about RMB12.9 million. It strengthens scientific research project reserve and project management, spares no effort for standard development and patent. Eight scientific research projects on silvichemical are approved. In May 2012, the Guangxi Technical Committee for Rosin Standardization was established under approval. The Center develops and revises ten Guangxi standards for deep-processing rosin products. In 2015, the Center seized the good opportunity that provincial government intensified the cultivation of intellectual property enterprises, and applied for 30 invention patents (including 15 patents in chemical industry). In 2016, the Center applied for 37 invention patents (including nine patents in chemical industry).
